Oregon Statewide Communications Interoperability Plan 

During any public safety incident, reliable and effective communication systems are essential in order to ensure the best possible outcome for the situation at hand. Likewise, the ability of responders to coordinate their activities between departments and with other agencies that are involved is key to a successful response. This idea is the most basic tenet from which interoperability stems.
